The small islands strung across the bay between Ocean Beach and downtown give the best straight-on view of the Vice City skyline. Looking west from here you get the towers, the water and the sky in one clean line, and in the evening the sun drops behind the city.
Blue hour, just after sunset, is when this view peaks: the sky is still deep blue but every window downtown is lit. Boats crossing the bay add a little movement to the foreground.
